He began his legal career as a litigator with the Dallas, Texas complex commercial litigation firm Bickel & Brewer. Later, Mr. D. Quan moved on to join the Washington, D.C. office of the Wall Street law firm Fried, Frank, Harris, Shriver & Jacobson LLP. There his practice focused on representing public and private companies in mergers and acquisitions, private equity and debt financing transactions.

Mr. D. Quan holds a J.D. from Northwestern University School of Law and was a member of the Law Review. He also graduated from the State University of New York and pursued graduate work at Cornell University.

Mr. D. Quan is conversant in Vietnamese. He is married to Virginia Lee and together they recently welcomed their first child, Eloise.
